Assistant Aviation Director / Chief Revenue Officer
From a public service career that has spanned two decades, Roxann Favors intimately understands the work needed to be a successful civil servant. Ms. Favors began working with the City of Phoenix in 2003 in the city’s highly competitive management internship program. After successfully completing the internship, she was promoted to management within the Business and Properties division of the Aviation Department. Ms. Favors stayed with the Aviation Department for eleven years, five of which were as a Deputy Aviation Director of the Business and Properties division.
Subsequently, Ms. Favors was selected to be the Major Events Administrator for the city of Phoenix. In this role she was instrumental in bringing high-profile events to Phoenix, such as the 2016 College Football Playoffs (CFP) Championship Game, 2017 NCAA Men’s Final Four, 2017 Lost Lake Music and Arts Festival, and the annual M3F Music Festival. Additionally, it was through her leadership that Phoenix participated in bids for and won the opportunity to host Super Bowl LVII in 2023. Other major events which Phoenix will host in the future thanks to Ms. Favors’ efforts are the upcoming NCAA 2024 Men’s and the 2026 Women’s Basketball Final Four tournaments.
Going back to her roots, Roxann has returned to the Aviation Department as Assistant Aviation Director/Chief Revenue Officer overseeing the Business and Properties, Contracts and Services and Technology divisions, and Sky Harbor’s air service development program.
Ms. Favors holds a bachelor’s degree in political science and a master’s degree in public and international affairs, both from the University of Pittsburgh. In addition, Ms. Favors is a Certified Member of the American Association of Airport Executives.
