Non-Discrimination Policy

Phoenix Sky Harbor International (PHX), Phoenix Deer Valley (DVT), and Phoenix Goodyear (GYR) Airports are committed to a policy of non-discrimination in the conduct of their business, including its responsibilities under the Americans with Disabilities Act (ADA) and Title VI of the Civil Rights Act of 1964, which provides for the delivery of equitable and accessible airport services. As the owner of these airports, the City of Phoenix recognizes its responsibilities to the communities in which it operates and to the society it serves.

It is the policy of the City of Phoenix that no person shall be excluded from participation in, be denied the benefits of, or be subjected to discrimination in the receipt of its services on the basis of race, color, national origin, sex, creed, religion, disability, or any other federally protected category as protected by the ADA and Title VI.

If you believe that you have been excluded, denied benefits, or subjected to discrimination, you may file a complaint with Ira McCullough, City of Phoenix Aviation Department’s ADA/Title VI Compliance Manager, within 180 days of the date of the alleged discrimination.

For additional information regarding the requirements to ensure a discrimination-free airport, please refer to 49 CFR Part 21 (Available here in PDF format).

Phoenix is a rich blend of cultures and people. Language for limited English-proficient individuals can be a barrier to accessing services or understanding information. Sky Harbor is committed to ensuring equal access to its services by all customers, regardless of the primary language spoken. Sky Harbor has completed a Language Assistance Plan (LAP) to identify individuals seeking access to services and to address those needs and provide assistance to ensure every individual has meaningful access.

Title VI Plan

The City of Phoenix Aviation Department owns and operates PHX, DVT, and GYR airports. As a recipient of federal financial assistance, the department must comply with Title VI of the Civil Rights Act of 1964, as amended (42 U.S.C. § 2000d). Part of that requirement is the posting of a Title VI Plan to ensure ongoing compliance, but to inform the public and airport stakeholder about efforts to ensure equitable use of our facilities, programs, and services.
