The City of Phoenix Aviation Department is a committed and proactive partner to the small business community. We do this through the development and implementation of programs and services designed to increase contracting, professional services and procurement opportunities with the goal of increasing small business competitiveness and capacity at Sky Harbor International Airport and Goodyear and Deer Valley General Aviation Airports.

Small and Disadvantaged Business Enterprise Information (SBE and DBE) Programs

The Small Business Enterprise (SBE) Program is available for small business owners located in Maricopa County who are interested in contracting opportunities with the City of Phoenix and the Aviation Department. The Disadvantaged Business Enterprise (DBE) Program is available to socially and economically disadvantaged business owners who are interested in contracting opportunities on federal contracting opportunities within the City of Phoenix and the Aviation Department.
